NASHVILLE, Tenn. — John Barclay “Clay” Phillips has joined BlueCross BlueShield of Tennessee as senior counsel for state and federal government affairs.

Based out of BlueCross’ Nashville office, Phillips’ primary responsibilities will include review of legislation filed with the Tennessee General Assembly, drafting of legislative proposals or amendments, and oversight of necessary legislative processes to effectively advocate for the interests of BlueCross and its members. Relative to newly enacted legislation, he will communicate compliance strategies and procedures to the appropriate company personnel.

Additionally, Phillips will monitor and coordinate efforts between BlueCross and nationally recognized health insurance associations that campaign for or monitor health insurance issues on the federal congressional level.

Phillips will report directly to David Locke, director of state government and public affairs for BlueCross.

Prior to joining BlueCross, Phillips worked for Miller & Martin, LLP where he represented the interests of various clients, including hospitals and insurance companies.

He earned his juris doctorate in 1999 from the Alabama School of Law. He is a member of the Nashville Bar Association where he chaired the government relations committee from 2003-2004. His other memberships include the Tennessee Bar and American Health Lawyers Associations.

Phillips lives in Nashville with his wife, Elizabeth, and their daughter.
