CHATTANOOGA, Tenn. — BlueCross BlueShield of Tennessee has promoted Clay Phillips to vice president of network innovation. In this position Phillips will provide strategic leadership in developing and managing BlueCross’ provider networks and relationships.

He will oversee BlueCross’ Patient-Centered Medical Home (PCMH) and Quality Care Partnership (QCP) programs. He will also work to further advance BlueCross’ strategic partnerships and assist with implementing any State-led payment reform initiatives.

Phillips previously served as director of provider relations and communications at BlueCross. In this role he helped forge strong relationships with the state’s provider professional associations with a focus on enhancing communication, deepening collaboration and pursuing significant market reform. Prior to that, he worked as BlueCross’ associate general counsel for state government and public affairs.

Before joining BlueCross Clay practiced law as associate counsel for Miller & Martin in Nashville. He is a member of the Tennessee Bar Association, the Nashville Bar Association and the American Health Lawyers Association.

Clay received his doctorate of law from the University of Alabama School of Law and graduated cum laude from Birmingham Southern College.
