The Love Settlement Agreement requires BlueCross and BlueShield of Tennessee (BCBST) to establish a Billing Dispute External Review Process (BDERP) for specific types of billing disputes to contracted, participating and/or network physicians.

Non-participating and non-contracted physicians wishing to pursue a claim for payment with BlueCross BlueShield of Tennessee (BCBST) under the terms and provisions of the Love Settlement Agreement may do so with the understanding and agreement that any affirmative obligations that section seven of the Settlement imposes on physicians shall apply to the non-participating physician.

Before filing a dispute through BDERP, all physicians are required to exhaust all internal appeals (Provider Dispute Resolution Procedure) with BCBST.  For additional information regarding the Provider Dispute Resolution Procedure, please refer to our provider website for further information.

Non-participating and non-contracted physicians utilizing the Billing Dispute External Review Process will be required to sign an agreement agreeing to comply with the terms and provisions of the Love Settlement Agreement.

• Dispute Provision for Out of Network Non-participating and Non-contracted Physicians
