Over the past two weeks, significant effort has been placed on completing the identification of current and former members in the Tier 1 category – verified as having their name, address, BlueCross member ID number and/or date of birth included in the stolen hard drives.   With the identification and notification process of Tier 2 and Tier 3 members near completion, BlueCross is ready to begin notifying Tier 1 members.

As of March 4, 2010, the total number of current and former members[i] having been identified remains at 521,761, with 220,133 members in the Tier 3 category and 301,628 members in the Tier 2 category.  The 220,133 members in the Tier 3 category – confirmed as having their name, address, BlueCross member ID number, diagnosis, Social Security number and/or date of birth included in the stolen hard drives – have been sent a notification detailing the services available to them through BlueCross.   Of the 301,628 current and former members identified in the Tier 2 category (name, address, BlueCross member ID number, date of birth and/or diagnosis), 131,909 subscribers[ii] have been identified as requiring a notification letter be sent with details of the hard drive theft and remediation services offered to them through BlueCross.  Through March 4, 2010, 129,769 notifications have been sent.

The number of members reported in the Tier 2 category is larger due to the decision BlueCross made to offer remediation services to all family members associated with the specific subscriber ID number identified during the data audit process. This decision was made to ensure all potentially at-risk members are protected. To illustrate this point, 131,909 subscriber ID numbers were identified during the review of the customer service calls and there were 169,719 family members associated with the member ID numbers. Each of these 131,909 subscribers will receive a Tier 2 letter that extends offer of remediation to all family members.

BlueCross has confirmed that 23,716 members have contacted Equifax to initiate the free 3-in-1 credit monitoring service offered to those members in the Tier 3 category.  Another 2,305 members have initiated the LifeLock® services available to minors in the Tier 3 category.  As of March 4, 2010, there has been no documented incident of identity theft or credit fraud of BlueCross members as a result of this incident.

BlueCross recognizes that many of its groups and members are concerned about the potential for credit fraud and identity theft. And, while there has been no indication that any data found on the stolen hard drives has been accessed or used, BlueCross has reached agreements with Equifax and LifeLock to offer its credit monitoring and identity protection services to BlueCross members in all three tiers. 

Equifax will provide its 3-in-1 credit monitoring services to Tier 1 and Tier 2 members at a 30% discount off its retail price.  This same discount will be offered to Tier 3 members that have already initiated the Equifax service and want to renew when their current 12-month coverage expires.  BlueCross members can pay for this service either on a monthly basis or an annual subscription.

LifeLock will also offer identity protection services to BlueCross members (Tier 1, Tier 2 and Tier 3).  For affected minors in the Tier 1 and Tier 2 categories, LifeLock will provide its identity protection services at a 20% discount off its retail price.  This same discount is available to Tier 3 minors that have already activated the LifeLock service when their current subscription ends.  And, for adults in the Tier 1, Tier 2 and Tier 3 categories, LifeLock’s services will offered at a 30% discount off its retail price. BlueCross members can pay for this service either on a monthly basis or an annual subscription.
