Health Care Reform Updates Available in BlueAccessSM on BCBST.com

Recent updates include:
- Tennessee defines rating areas and small group size. The state will have eight different rating areas for the Health Insurance Marketplace – East, Greater Knoxville, Greater Chattanooga, Greater Nashville, West, Greater Memphis, East Central and West Central.
Additionally, Tennessee will define a small group as a company with fewer than 51 employees for 2014 and 2015. Group size for the purposes of a group being large or small for all market rules (rating, EHB, metal level requirements and deductible requirements) is based on the average number of employees. Each employee is counted as "one" in this method. A part-time employee counts the same as full-time on a given business day. This is the same counting rule that is currently used for MLR purposes.
- A final ruling about essential health benefits has been issued. The ruling includes requirements for coverage of specific benefits, restrictions of plan cost-sharing such as deductibles and out-of-pocket limits and a mandate for plans offered in the individual and small group market to meet specific actuarial value (AV) requirements.
