PERSONAL REPRESENTATIVES

I'm Representing a Member

A personal representative (PR) can legally make health care decisions on a member's behalf. You don't need to be a member to be a PR. If you need to access another member's account, you'll need to apply for PR permissions. Then you can set up an account that will be linked to theirs.

Here are a few things you need to have ready when you apply:

  • Your represented member's ID Card
  • Supported documents

Supported documents could be:

  • Birth or death certificate
  • Legal documents that prove you represent a member
  • Court orders
  • Other supporting documents

Frequently Asked Questions

We know you probably have questions about accessing accounts and how to view or share information. We've put together some answers for you here so you can move forward with your account. You can also contact us if you have more questions.

What's Your Role?

One of the best ways to get your questions answered is to look up your role in the member's plan. See if one of these situations matches yours.

  • I'm a Subscriber (the health plan is in my name)

What can I do as a subscriber?

As a subscriber, you can manage the health plan. You can access your own health information. You can grant others access to your information. And you have basic access to dependents (the other members on your plan) on your plan. If you're a PR of your dependents, you'll have full access to those under age 13. You can also request full access from those 13 years old or older.

What is the default level of access a subscriber will have to dependents on their plan?

As a subscriber, you'll have basic access to all dependents on your plan. For adult dependents over the age of 18, you'll need to get their permission to have full access. For teenaged dependents between the ages of 13 and 17, your account must be assigned to them as their PR and you'll need to get their permission to have full access.

  • I'm a Dependent (I'm on someone else's plan)

What can I do as a dependent?

As a dependent, you can view your own health information, including claims and benefits. If you're at least 13 years old, you can also give full access to others, like your parent, guardian or personal representative.  Your subscriber (the person who has the plan for everyone) will always have basic access to your information.

What is the default level of access a dependent will have to other dependents on their plan?

As a dependent, you'll have no access to anyone else on the plan by default. Dependents over the age of 18 will be able to grant and ask for access to other dependents on their health plan. Dependents between the ages of 13 and 17 will only be able to grant full access to their PRs.

What if I'm a parent but not the subscriber on my account?

If you’re a parent but not the subscriber and you want to manage your child’s health plan online, you need to request PR permissions. Once we’ve verified your status, you can manage their health plan digitally under your own online account.

What if I am on more than one plan?

You can access all your plans from one online account. Go to your Profile Settings and Connect a Plan to add your other ones to your account.

  • I'm Representing Another Member

Can I create an online account?

If you can legally make health care decisions for another member, you can be given PR permissions so you can manage their plan. But you need to use your own account, not the member's account. You shouldn't create online accounts in the name of the member. You must have your own unique account with your own username and password. If you are already a member with an account, you can request PR permissions to access another member's health information here.

I am not a BlueCross member myself, but I am the PR of a member. Can I apply to be their PR online?

If you're a PR but not a member, you'll still be able to create an online account so you can manage your represented member's health plan online. We'll need some documents from you to make sure that you're the member's PR. After we've verified your PR status, you'll receive an e-mail inviting you to register for an online account. If the member you represent has more than one plan, you can connect those plans to your username by clicking Connect a Plan on the Personal Representative Access page under Sharing & Permissions in your online account.

I am a member with my own BlueCross health plan, but I also represent another member on a different plan from my own. Will I be able to access all this data in one place online?

As a PR, you'll be able to manage both the members that you represent and your own personal health plans online under a single username. This means that you'll be able to log in to your online member account or mobile app and access all the data you're allowed to see.

What if I need to get full access to a teenager that I represent?

If you are a PR of a teenage member between the ages of 13 and 17 and you want to get full access to the teenager's health information online, the teenage member will need to grant you that access.

  • I'm a Parent

I want to be able to access my dependents' information online. Can I create an online account for them so that I can manage their health information?

You can create an account for yourself and request PR permissions to access your dependents' health information online. You aren't allowed to create an account in your dependent's name. If your dependent is 13 years old or older, they can create their own account with their own username and password. If you're also a subscriber on the same plan as your dependent, you'll already have basic access to their health information.

What if I'm a parent but not the subscriber on my account?

If you're a parent but not the subscriber and you want to manage your child's health plan online, you need to request PR permissions. Once we've verified your status, you can manage their health plan digitally under your own online account.

What if I'm the parent of a teenager between the ages of 13 and 17?

If you're the plan subscriber, you'll have basic access to your dependent teenager's health information. Your teenager can also grant you full access if you have PR permissions You can request PR permissions here.

  • I'm a Teenager

I'm a teenager. Who can see my health information?

If you're between the ages of 13 and 17, the subscriber of your health plan will have basic access to your health information. You can also grant a PR, like a parent or guardian, full access to your health information.

Can a teenager grant full access to their health information to another member or another person outside their plan?

Teenagers between the ages of 13 and 17 can grant full access to another person if that person has requested and been granted PR permissions.
